Peters Applauds Passage of Bipartisan Housing Package

Includes Peters-Led Bill to Lower Manufactured Housing Costs

Washington, D.C. — Today, Representative Scott Peters (CA-50) released the following statement after the House passed the 21st Century ROAD to Housing Act, a bipartisan package to address the nation's housing affordability crisis, increase housing supply, and reduce barriers to housing development. The package included Rep. Peters’ Housing Supply Expansion Act which would lower the cost of manufactured housing by removing unnecessary permanent chassis requirements.

For families in San Diego, where average rents are 44 percent above the national average and only 13 percent of households can afford a median priced home, increasing housing supply is critical to lower costs and expand housing opportunities.

“Housing affordability remains one of the biggest challenges facing San Diegans,” Rep. Peters said. “That’s why I was glad to support this bipartisan housing package—one of the largest in over a decade—to make homeownership more attainable. I’m especially pleased that it included my Housing Supply Expansion Act to expand access to one of the most affordable forms of homeownership available. While no single bill will solve our housing shortage, this package is an important step toward bringing housing costs down for families.”

The package also included bipartisan reforms to authorize home repair grants for low-income homeowners, streamline reviews for federally funded housing development, improve housing access for veterans, and enhance programs to fight homelessness. Additionally, it incorporates changes supported by Rep. Peters to ensure efforts to limit institutional investor ownership do not inadvertently discourage the construction of new housing.

The bill now heads to the President’s desk for signature.

Background: As Co-Chair of the ‘YIMBY’ Caucus, Rep. Peters has made addressing housing affordability and homelessness a central focus of his work in Congress, particularly in response to rising rents and housing shortages in San Diego. He has championed policies to increase the supply of affordable housing, support building higher-density housing near transit, and ban income discrimination in housing. He is also a founding member of the Build America Caucus – a bipartisan group of lawmakers working to expedite infrastructure development.
