Peters' Priorities Included in Landmark Affordable Housing Package

May 20, 2026

Washington, D.C. — Today, Representative Scott Peters (CA-50) released the following statement after the House passed the 21st Century ROAD to Housing Act – a bipartisan, comprehensive housing package to address the national shortage of affordable housing. This is especially important for San Diego where average rents are 44% above the national average, and only 13% of county households can afford to purchase a median-priced home.

Included in the package were several of Rep. Peters' priorities, such as his Housing Supply Expansion Act to help lower the cost of manufactured homes. Additionally, Rep. Peters supported the package's inclusion of home repair grants for low-income homeowners, the creation of a new renter complaint center, and the provision of a first opportunity for individuals and nonprofits to purchase homes in foreclosure.

“San Diego is one of the most expensive housing markets in the country, and our population is growing faster than our housing supply. The 21st Century ROAD to Housing Act could help change that dynamic,” said Rep. Peters. “The bills I’ve authored to expand supply and lower costs are in this mix and this is exactly what my constituents, and families across the country, need."

In addition to Rep. Peters’ priorities, the House version of the 21st Century ROAD to Housing Act removed flawed Senate language to ban corporations from building new housing. This could prevent the loss of an estimated 72,000 rental units per year. For cities like San Diego, where housing supply has failed to keep pace with demand, every unit counts.

Background:

Rep. Peters has made addressing housing affordability and homelessness a central focus of his work in Congress, particularly in response to rising rents and housing shortages in San Diego. He has championed policies to increase the supply of affordable housing, support building higher-density housing near transit, and ban income discrimination in housing. He is also a member of the Build America Caucus – a bipartisan group of lawmakers working to expedite infrastructure development.
