Dear friend,

This week President Biden signed the Inflation Reduction Act into law, FDA issued a ruling to allow hearing aids to be sold over the counter without a prescription, and we celebrated Social Security's 87th birthday! All three are major milestones in America's history.

In the district this week, we celebrated the signing of the binding agreement to stem transborder pollution in the Tijuana River Valley, and I visited a specialty laboratory in the district and Palomar College.

Below is another update on the work my staff and I have done recently to serve you.

 


This past Wednesday, President Biden signed the Inflation Reduction Act into Law

Slashes prescription drug costs:  For the first time ever Medicare will be empowered to negotiate the price of prescription drugs; requires drug companies to pay Medicare rebates if they raise prices faster than the rate of inflation starting in October 2022; and creates a new out-of-pocket cap for Part D drug costs for Medicare beneficiaries of $2,000 a year, starting in 2025.

Lowers the cost of health care:  Reduces the cost of health care for millions by extending ACA enhanced subsidies for three more years, locking in lower health care premiums that save 13 million people an average of $800 a year and lowering drug prices.

Lowers energy costs and delivers largest-ever climate action: Invests in domestic energy production and manufacturing, while reducing carbon emissions by roughly 40 percent by 2030 with historic investments in energy security and tackling the climate crisis.

Lowers the deficit and reduces inflation: Makes a historic down payment on deficit reduction of approximately $300 billion to fight inflation.

 


This Week's Casework Success Story

 

William from Rancho Bernardo contacted my office to request urgent help with getting his 2021 tax return processed. William is a disabled veteran on fixed income who was counting on his refund to help pay his bills. My staff worked with William to gather the necessary tax documents and submit them to the IRS. Once the document review was finalized, William's return was processed and he received his refund for $3,255.27 two weeks ago.

 


U.S. and Mexican Officials Sign Binding Agreement to Fight Transborder Pollution

 

 

On Thursday, I attended a ceremony that marked the committed collaboration between the U.S. and Mexico to address our shared environmental crisis. American and Mexican officials signed an agreement that outlines the sanitation projects to be constructed in San Diego and Tijuana. The projects are expected to operate by the end of 2027 and would cut the number of days of transboundary wastewater flow in the Tijuana River dramatically, and reduce the volume of untreated wastewater discharged to the Pacific Ocean six miles south of the border by 80%. The Mexican government will invest $144 million to deliver infrastructure that will keep residents on both sides of the border safe from contamination. 

This event was the result of years and hard work by the International Boundary Water Commission, the Environmental Protection Agency, and local officials and San Diego's entire Congressional delegation. I am grateful that our persistence and hard work brought us to this day and recognize that we must continue investing in short and long-term solutions to fix this problem.

 


Learning About Specialty Laboratory Services in CA-52

 

 

On Wednesday, I stopped by to meet with leaders of Millennium Health, a specialty clinical laboratory focusing on medication monitoring and clinical drug testing services. I learned about Millennium's role in the life sciences sector in my district, and how this laboratory offers various solutions through its drug testing services. 

 


Supporting our Region's Community Colleges

 

On Thursday, I met with college and district leadership from Palomar College in San Marcos. I toured the campus, learned how students prepare to enter the working economy, and how the federal government can support the college. It was a pleasure to visit the campus again and see capital improvements that are expanding the campus to serve student needs.
