Harbor Drive Pump Station 1 & 2

Project Justification: The funding would be used to help repair, rehabilitate, and upgrade various components of two essential wastewater pump station facilities to ensure reliability into the future. The project is an appropriate use of taxpayer funds because the Harbor Drive Pump Station is responsible for receiving and directing wastewater flow from 2/3 of San Diego County's population, approximately 2.3 million people.

San Dieguito Valley Brackish Groundwater Desalination Project

Project Justificatiom: The funding would be used for environmental compliance component of the project, specifically: Environmental Impact Statement (NEPA) and Environmental Impact Report (CEQA), Sustainable Groundwater Management Act (SGMA), and Hydrogeological Groundwater Model and Calibration. The project is an appropriate use of taxpayer funds because investment in this project will result in lower per unit costs of water to San Diegans versus the no-build alternative, or status quo, which makes this project a financially sensible investment.

Critical Infrastructure Wildfire Vulnerability Assessment

Project Justification: The funding would be used to evaluate and upgrade critical infrastructure sites at risk of wildfires in the County of San Diego, including fire stations, both County and State facilities, San Diego Sheriff’s Department facilities, and County-owned community centers, which will ensure safety for residents, their property, and public infrastructure.

Coastal Rail Trail Bikeway

Project Justification: The funding would be used for the construction costs of the Coastal Rail Trail Bikeway. The project is an appropriate use of taxpayer funds because this connection will expand the opportunity for people riding bikes to continue a safe and separated path from the major job centers and education campus to a natural population of students and the already popular street of Gilman Drive.

Early Childhood Education Center (ECEC) – Flexible Care Program

Project Justification: The funding would be used for building renovations and improvements, architectural and engineering costs, play space construction and landscaping, furnishings, and fixtures. This proposal will provide up to 190 additional families from across the San Diego region with access to flexible, quality childcare, and will allow working parents to continue contributing to the area’s economy, workforce and academic pursuits.

Grand Avenue Improvements

Project Justification: The funding would be used for enhancing comfort and accessibility for shoppers and diners, improved crossing points and a traffic circle at Maple Street to calm traffic and improve safety, colored scored concrete, festoon lighting, sidewalk etchings, expanded outdoor dining areas, and gateway features, will further enhance a safe, enjoyable experience for thousands of visitors to businesses and events on Grand Ave.

Homeless Shelter Capital Improvements

Project Justification: The funding would be used to rehabilitate and convert a publicly owned office space into a homeless shelter. The funding will be used for capital improvements to convert unused San Diego Housing Commission office space in downtown San Diego into a 45-bed homeless shelter. The funds will be utilized for capital improvements related to the conversion of this facility.

Implementing DNA Technology

Project Justification: The funding would be used for purchasing a Rapid DNA instrument with laptop and hardware which will process biological material, or a piece of evidence, and develop a DNA profile within 90 minutes instead of 3-4 weeks. This project would provide enough probable cause to make an arrest and allow the District Attorney to move forward with a case, providing a more favorable timeline for prosecution. By shortening the due process, police officers can provide more proactive services for the community

Parks Lighting Upgrades

Project Justification: This project will allow more efficient use of public areas and use of energy efficient technology for overall betterment of the health, welfare, and safety of the community. The funding would be used for purchasing and installing upgraded lighting fixtures and LED and solar conversions where possible for long-term cost savings.

Green Line Passenger Variable Sign (VMS) and Public Address (PA) System Upgrades

Project Justification: The funding would be used for the installation of 32 new variable message signs (VMS) and replacing the current public address system (PA) along eight stations of the Green Line corridor from Gaslamp Quarter to Old Town Transit Center. The project is an appropriate use of taxpayer funds because this project will replace aging infrastructure by upgrading passenger information signs and public address systems, while maintaining a state of good repair.

Clean and Safe San Diego Parks Initiative

Project Justification: The funding would be used for lighting repairs and security camera installations in 32 City parks and 25 recreation facilities. The project is an appropriate use of taxpayer funds because this project will help the City ensure that its public parks and recreation facilities are clean, accessible, and promote public safety in the parks and protect valuable assets from being vandalized.

Project Justification: The funding would be used for the purchase of four battery electric buses. The project is an appropriate use of taxpayer funds because this project will allow the replacement of end-of-life CNG buses to better provide safe and reliable service for BREEZE riders.

San Diego At-grade Crossing Elimination Study (SD ACES)

Project Justification: The funding would be used for a study, to look at eleven at-grade rail crossings within the LOSSAN corridor in and near downtown San Diego. The project is an appropriate use of taxpayer funds because the existing at-grade crossings in the SD ACES corridor are insufficient for a busy, urban environment, leading to numerous preventable fatalities and injuries.

Electric Infrastructure Improvements Project

Project Justification: The funding would be used for developing the electrical infrastructure expansion and upgrades needed to support increasing demand, including the transition to sustainable Electric Vehicle and Electric Ground Support Equipment use by passenger and cargo airlines, as well as the traveling public.
