Dear friend,
This week we returned to Congress to conduct legislative business on bills related to wildfires/disasters and Veterans Affairs (VA). On Thursday, we witnessed an historic moment as Speaker Nancy Pelosi and House Majority Leader Steny Hoyer announced they were stepping down to let a new generation of leadership take over the House Democratic Caucus. I'm glad they have decided to stay on and represent their respective congressional districts.
Last week, I was fortunate to attend the U.N. Climate Conference known as COP27 in Sharm El-Sheikh, Egypt, where I participated in meetings and conversations about clean energy and climate resilience with government and business leaders from around the world. Also, I provided opening remarks at this year's Carbon Removers Summit in Washington, D.C. and announced the introduction of the Carbon Removal and Emission Storage Act of 2202 (CREST ACT).
Below is another update on the work my staff and I have done recently to serve you.
This Week's Casework Success Story
Ernest of Point Loma, a retired veteran, contacted my office back in July 2022 requesting assistance with his Veterans Affairs (VA) appeal. After submitting an inquiry to the VA Board of Appeals, it was found that his appeal was awaiting scheduling for a videoconference hearing. Our office submitted additional inquires to the VA videoconference scheduling team in September 2022, and they were able to reach out to Ernest directly. His videoconference hearing has now been scheduled for December, where he will receive a final decision on his appeal. Ernest says this is great news and that he is thankful for my office's help. Continuing My Work on Climate
COP27 in Egypt
I visited Sharm El-Sheikh this past week with a bipartisan delegation of members including Reps. Stacey Plaskett (Virgin Islands-At Large), Andrew Garbarino (NY-02), Chrissy Houlahan (PA-06), David Joyce (OH-14), and Brad Schneider (IL-10).

Carbon 180 Summit & Introduction of the CREST Act
On Tuesday, Carbon180 hosted the Carbon Removers Summit where policymakers, startups, and partners discussed the future of carbon removal. I provided opening remarks on the partnership and key pieces of legislation like the Save Our Sequoias Act and Federal CDR Leadership Act. I also announced the introduction of my latest bill, the Carbon Removal and Emission Storage Act of 2202 (CREST ACT). This measure will help ensure that we will have a cleaner and healthier atmosphere for the future.
Congress Bundestag Youth Exchange Program Meeting
On Wednesday, I met Enni Wissmann, a German student in the U.S. as part of the Congress-Bundestag Youth Exchange Program. Enni is originally from near Frankfurt, and is attending Poway High this school year. We spoke about civic engagement, leadership styles, my career path, and the importance of problem solving through bipartisanship.
