Increase Transparency on Disaster Spending
Scott led the DISASTER Act of 2025, which would require the federal government to create and provide a detailed accounting of how disaster relief money provided by Congress is spent. This would allow Congress to more accurately budget for disaster relief funds in future years and better ensure the American people get the help they need when they need it most.
Codify National Intelligence Climate Report
From the threat of migration crises to increased competition over resources like water, the National Intelligence Estimate on Climate Change (NIECC) made clear that climate change poses a serious national security risk. Scott led the National Security Climate Intelligence Act, which would require the Director of National Intelligence to provide Congress with a similar report on the national security and economic security effects of climate change.
Increase Resiliency to Natural Disasters
Vulnerable communities in San Diego and across the country face an increasing risk from flooding, wildfires, droughts, hurricanes, tornadoes, and winter storms. Not only does this threaten human health, but it also puts property and critical infrastructure at risk. Scott led the National Coordination on Adaptation and Resilience for Security Act, to require the Federal Government to produce a national resilience strategy and to create a centralized mechanism for coordinating resilience efforts across agencies.
Flood Insurance Reform
Scott led the Build for Future Disasters Act which reduces taxpayer burden, stop growing government risk, and quash the implication the risk must be low if insurance is cheap. It would end the costly cycle of building, flooding, and rebuilding perpetuated by the National Flood Insurance Program (NFIP) and require the U.S. Government Accountability Office to study the implications of lowering all subsidies.
