Appropriations Requests for Fiscal Year 2025

Rep. Peters’ office is now accepting programmatic and language appropriations requests for Fiscal Year 2025. Please submit a request by filling out this form. Forms are due by March 27, 2024. 


Community Project Funding

Rep. Peters' office is also accepting community project funding requests. These funds allow Members of Congress to target federal funds towards projects and programs that will address the most significant needs facing the communities they represent. For FY25 requests, our office will only accept requests from government agencies and non-profit public (not private) entities. Requests will be considered on a rolling basis until March 27, 2024.

PROJECTS/PROGRAMS SUBMITTED

Listed below are the funding requests for important community projects in California's 50th congressional district that Rep. Peters has submitted to the Appropriations Committee. The projects are listed in no particular order.


 

Howard Bikeway Project $4,000,000

San Diego Association of Governments: 401 B Street, Suite 800, San Diego, CA 92101

This project will build 1.2 miles of buffered bike lanes in North Park and 400 feet of bike boulevards. The project will also include traffic calming features: neighborhood traffic circles, a protected intersection, curb extensions, raised crosswalks, speed cushions, and signal improvements. Additionally, the project would connect disadvantaged communities to key destinations including public schools and bus routes.

Downtown Escondido Economic Development Project $1,750,000

City of Escondido: 201 North Broadway, Escondido, CA 92025

This project will widen sidewalks on Grand Avenue and implement improved crossing points and a traffic circle at Maple Street to calm traffic and improve safety. Additional improvements, including colored scored concrete, festoon lighting, sidewalk etchings, expanded outdoor dining areas, and gateway features, will further enhance a safe, enjoyable experience for thousands of visitors to businesses and events on Grand Ave.

San Diego Safe Sleeping Homeless Pilot $1,124,461

City of San Diego: 202 C St. San Diego, CA 92101

This project will fund the expansion of the City of San Diego’s Safe Sleeping pilot program to address chronic homelessness across the city. The project would allow the City to purchase additional materials, like tents, cots, and trailers for showers, laundry, restrooms, and storage to expand the pilot program to additional sites in San Diego.

Village Streetscape at Girard Avenue $1,000,000

City of San Diego: 202 C St. San Diego, CA 92101

This project will expand pedestrian spaces, calm traffic, add stormwater drainage channels, enhance walkability, improve lighting, add landscaping, helping to re-energize the local economy.

Mission Road Lighting Project $1,000,000

City of San Marcos: 1 Civic Center, San Marcos CA 92069

This project will provide for the installation of pedestrian lighting along the Inland Rail Trail within the Richmar Neighborhood of San Marcos. This installation would improve pedestrian level lighting for active transportation using the existing Class I facility connecting the Richmar Neighborhood with the light rail station.

San Marcos Comprehensive Park Restroom Upgrades $1,350,000

City of San Marcos: 1 Civic Center, San Marcos CA 92069

This project will replace fixtures, furniture, lighting, doors, and locks at all park restrooms across 27 parks in the City of San Marcos.

Public Transit Equity Bus Stop Improvement Project $715,200

North County Transit District: 205 South Tremont Street, Oceanside, CA 92054

This project will design and construct 20 new bus shelters in the 50th district with lighting and electronic signage to improve the customer experience. Bus shelters shield riders from worsening weather conditions due to climate change and provide a more comfortable waiting environment for transit-dependent populations. The addition of electronic signage and text-to-voice devices at the new bus shelters will ensure all riders have easy access to real-time information on bus schedules and wait times.

San Diego Airport Electrical Infrastructure Improvements Project– Phase 2 $4,500,000

San Diego County Regional Airport Authority: 2417 McCain Rd, San Diego, CA 92101

This project will provide improved reliability and efficiency for the airport’s power supply to prevent disruptions to the airfield, passenger terminals, and other airport facilities.

Electrical, Computer, and Software Engineering and Computer Science Capacity Building in North San Diego County $2,500,000

California State University, San Marcos: 333 S. Twin Oaks Valley Road, San Marcos, CA 92096

This project will provide funding for equipment to build out California State University - San Marcos’s systems engineering program and expand their computer and electrical engineering programs. In addition to CSUSM students, local community college and high school students would also be able to utilize the equipment through partnerships with CSUSM.

Cyber Lab Incubator $1,860,000

San Diego Community College District: 3375 Camino Del Rio South, San Diego, CA 92108

This project will fund the creation of a CyberLab at San Diego City College that would offer critical technology support for the Cyber Defense and Cyber Security programs offered by San Diego City College. Specifically, the project would fund computers for the CyberLab, Cyber Range Access, and enhancements for existing lab technology.

Coastal Ocean Pathogen Pollution Forecast Model $1,760,000

University of California- Scripps Institute of Oceanography: 9500 Gilman Drive #0210, La Jolla, CA 92093

The project will fund the development of a real-time model to predict the distribution of bacterial and viral pathogens in the San Diego South Bay-Tijuana region to manage beach contamination events better. Current detection methods only detect indicators of fecal contamination, not causative disease agents. Implementation of the pathogen forecast model will help improve human health, limit economic impacts, and benefit cross-border wastewater management.

Caulerpa Eradication and Control $600,000

San Diego Unified Port District: 3165 Pacific Highway, San Diego, CA

The project will address the invasive growth of Caulerpa Prolifera (an invasive seaweed) in San Diego Bay, which forms dense blankets, displacing native vegetation and disrupting marine ecosystems. The rapid growth of Caulerpa, coupled with its ability to reproduce through various means, poses a significant threat to the biodiversity and ecological balance of the bay.

Pump Station Component D Upgrade $6,200,000

City of San Diego: 202 C St. San Diego, CA 92101

This project will fund the replacement of 18 sewage pumps control systems; the plant in question treats and disposes of sewage for the whole region, and sludge pumps are a key part to ensure sewage is treated and disposed of properly. Existing pumps are also leaking inside the plant, causing more maintenance.

City of Coronado’s Stormwater Mitigation Project $1,550,000

City of Coronado: 1825 Strand Way, Coronado, CA 92118

The project will provide for the environmental review and construction of a pump station on the island of Coronado, as well as for the acquisition of a combination sewer truck that is necessary for maintenance of the pump station and the protection of surface and groundwater quality.

CERTIFICATION LETTER STATING THERE IS NO FINANCIAL INTEREST IN THIS PROJECT

 

Famosa Slough Alley Slope Restoration Project $2,167,821

City of San Diego: 202 C St. San Diego, CA 92101

This funding will fund the construction phase of this project, which will build storm drain infrastructure in an alley between two streets. The street in question is eroding every time it rains, and will soon begin to affect residential neighborhoods.
