Washington, DC – Today, the House of Representatives passed by an overwhelming 386 to 37 vote legislation that included Representative Scott Peters’ (D-CA-50) bipartisan Comprehensive Opioid Recovery Centers Reauthorization (CORC) Act of 2023 with Rep. Brett Guthrie (R-KY-02). This critical program, which was first established in 2018, provides recovery support services to communities with high rates of drug overdose deaths. Grantees are required to provide FDA-approved Medication Assisted Treatment (MAT), withdrawal management, counseling, recovery housing, and workforce training, among other services. San Diego is home to one of the five national Substance Abuse and Mental Health Administration (SAMHSA) CORCs.

 

"Three million Americans have had or currently suffer from opioid use disorder," said Rep. Peters. "SAMHSA's five Comprehensive Opioid Recovery Centers in the U.S., including one in San Diego County, go beyond the immediate need to address addiction; they also connect patients to housing, job security, and economic opportunity. Robust support for these centers to help Americans in need should be a national priority. I urge my colleagues in the Senate to pass this legislation immediately."

 

The CORC Act was included as part of Reps. Brett Guthrie’s (R-KY-02) and Ann McLane Kuster’s (D-NH-02) Substance Use-Disorder Prevention that Promotes Opioid Recovery and Treatment (SUPPORT) for Patients and Communities Reauthorization Act.

 

The CORC Act reauthorizes and strengthens grantee accountability measures within the Comprehensive Opioid Recovery Centers grant program within the Substance Abuse and Mental Health Services Administration (SAMHSA) through 2028. This legislation will move us toward a coordinated care approach with a comprehensive set of wrap-around services that not all treatment centers offer to help individuals working to overcome substance use disorder.
