Scott believes that all women deserve equal access to reproductive health care without interference from the government. He supports legislation that protects women’s rights and promotes fair and equal treatment. He is a member of the Congressional Pro-Choice Caucus, a group of over 150 members of the U.S. House of Representatives committed to advancing reproductive rights, freedom, and justice.

Protecting the Right to Choose

 

Preserving Access to Contraception

Every person who needs it should be able to access the family planning support and birth control method that works best for them, which is why Scott is working to expand access to family planning, including birth control. He supports the Global Health, Empowerment, and Rights (HER) Act, to repeal the Global Gag rule; the Abortion is Health Care Everywhere Act, to repeal the dangerous Helms Amendment; and the Support UNFPA Funding Act, to reaffirm our nation’s commitment to the UN’s family planning agency and global gender equality. Additional actions:

  • Cosponsored the Right to Contraception Act, which would codify the Constitutional right to contraception, protecting an individual’s ability to use contraception and a health care provider’s ability to provide information about and access to contraception.
  • Advocated against judicial decisions to turn back the clock on medication abortion approval.

 

Care for Servicemembers

  • Protect and preserve servicemembers’ access to reproductive healthcare in the National Defense Authorization Act by cosponsoring amendments that would eliminate harmful abortion bans in the military and would expand the Department of Defense’s current reproductive health care leave & travel policy to ensure greater protections for servicemembers who are forced to seek reproductive health care off base.
  • Cosponsored the Access to Contraception for Servicemembers and Dependents Act which would remove cost barriers to contraception for servicemembers and their dependents.

Since the Supreme Court overturned Roe v. Wade in June 2022, abortion laws and access to reproductive health care have varied significantly from state to state. Fortunately, California has taken steps to safeguard abortion rights, including legislation signed by Governor Gavin Newsom in October 2023 that bolsters privacy protections for personal reproductive health care data, safeguards abortion providers against out-of-state legal action, and expands abortion care training opportunities for medical residents and other providers.
