Freshman Rep. Scott Peters was involved locally in California's ambitious climate efforts before arriving in Congress this year. Now he's willing to set climbing temperatures aside so he can make a case to Republicans and Democrats for increased disaster funding, whatever's causing the catastrophes.

As hurricane season begins and vulnerable coastal communities brace for high winds and storm surges, Congress needs to ask itself: What can we be doing to better protect and manage existing and new development along our coastlines?
There are calls to reform the Internal Revenue Service — and change the federal tax code — in the wake of the agency targeting tea party and other conservative groups. Suggestions include revising regulations so no political-advocacy groups can receive tax-exempt status.
