Bipartisan bill aims to boost biogas production projects

Reps. Scott Peters (D-Calif.) and David Young (R-Iowa) introduced bipartisan legislation yesterday that would incentivize carbon capture projects on biogas production, which turns organic waste and crops into CO2 or methane.

The bill aims to boost technology that then could capture the greenhouse gas and use it for electricity, fuel or possibly fertilizer.

The measure would expand several Department of Agriculture financing programs — including loan grantees and rural development loans — so they include technologies that capture carbon dioxide.

It also calls for more collaboration between government agencies and would create education programs on carbon capture equipment.

The Algae Biomass Organization and the Carbon Capture Coalition, a group of more than 50 companies and organizations, are supporting the proposal.

Sens. Michael Bennet (D-Colo.) and Sheldon Whitehouse (D-R.I.) introduced similar language in the Senate last month.
