Dear friend,

I hope you and your loved ones continue to stay safe and well. 

San Diego is experiencing record-breaking winds that can be dangerous for residents who are not prepared with the latest information and a plan. Due to red flag warnings, communities may experience public safety power shutoffs over the weekend to mitigate potential wildfire risk. My staff and I are monitoring the situation closely and advise San Diegans in need to refer to 211 San Diego's updates and resources.

I continue my work in the district to stay in touch with the people I represent. Below is another update on some of the work my staff and I have done this week to serve you.


Legislative Work

Problem Solvers Caucus: COVID-19 Relief Framework

This week, I joined my colleagues in the House Problem Solvers Caucus and a bipartisan group of senators to announce a bipartisan, bicameral framework for emergency COVID-19 relief.

People like you are counting on Congress to help your families, businesses, and communities recover from this brutal public health and economic crisis. This four-month package offers an urgent and fair solution that puts country over party and provides critical support to those struggling across the country.

Following its release, Speaker Nancy Pelosi and Senate Minority Leader Chuck Schumer announced that our proposal should be the basis for immediate negotiations. The House and Senate are currently working to come to a consensus on a final package that could be passed as early as next Monday or Tuesday.

Congress must put partisanship aside and act as one for the good of the nation; this framework is a good start.

ALSIC 2020 Champion for Health Innovation Award

I was honored to receive the 2020 Champion of Health Care Innovation Award from the American Life Sciences Innovation Council (ALSIC) on Wednesday.

The ALSIC, along with other groups such as Biocom, work hard to promote our nation's advancement in the life sciences field. This meeting also included members from the local chapters of the Alzheimer’s Association, California Chronic Care Coalition and the Autism Society. 

In the new year and onwards, I will continue the fight to protect and foster important policies that position America as a leading force in research, development, and innovation.


District Work

Meeting with Congressional App Challenge Winner: Edmund Sumpena

On Monday, I spoke with Edmund Sumpena, this year's 52nd district Congressional App Challenge winner. Edmund is a junior at Westview High School and created the “WanderGuardian” mobile app, an early detection system for those with dementia who wander. “WanderGuardian” uses artificial intelligence to help protect individuals with dementia from injury or even death by using geofencing and notifying caregivers when a patient leaves a safe zone. 

The Congressional App Challenge is the most prestigious prize in student computer science. I'm proud to foster the sciences through legislation in Congress as well as the potential for future generations. Congratulations, Edmund! Keep up the great work!


This Week's Casework Success Story

Kurt from Pacific Beach contacted my office regarding his application for a Coast Guard captain’s license. He had recently become a boat captain and obtaining his license would allow him to earn more money, but a delay in the license approval process was leading to financial hardship. His company dealt with a shortage of captains, so the delay was also hurting the business. My staff worked with Kurt to gather the necessary documents to submit an inquiry, and his license was issued shortly thereafter.
